A multilateral economic alliance headquartered in Moscow. Members in 1989 were Bulgaria, Cuba, Czechoslovakia, the German Democratic Republic East Germany , Hungary, Mongolia, Poland, Romania, the Soviet Union, and Vietnam. Comecon was created in January 1949, ostensibly to promote economic development of member states through cooperation and specialization, but actually to enforce Soviet economic domination of Eastern Europe and to provide a counterweight to the Marshall Plan .
