Donovan William J.

(1883-1959)

US lawyer, OSS founder

Also called "Wild Bill". In the begin of the second world war he returned to the intelligence and fulfilled unofficial tasks for president Roosevelt. Roosevelt founded the COI (Central office of Information) in 1941. That was reformed into OSS a year later and Donovan was put into the lead.
He used his experiences of the British service organization and his friendship with W.Stephenson to build up the OSS. He founded two traditions a) the choice of officers is made upon their education, and b) the central analyses are made by seven analysts (Boars of Analyst's). That became the model for other organizations. But his thoughts of central intelligence were rejected later by president Truman. He was the ambassador in Thailand in 1953, but wasn't so happy about the spot, his retirement followed a year later.
