Politologist. Born in Germany. One of the cofounders of the policy of international tense release known for his "pendulum policy". 1969-75 Nixon's and Carter's advisor for national security questions, 1973-77 foreign minister. Awarded the Peace Nobel price in 1973.Recommended books:
