He played a significant role in the Cuban crisis and the Vietnam war, a supporter of the nuclear armament due to the MAD theory (Mutual Assured Destruction), 1961-68 Secretary of Defense, resigned after the Vietnam War, 1968-81 president of the World Bank. His attitude towards nuclear arms has changed with the time, though. He, and many more, realized that a major nuclear exchange could not be won by either side.
