Active since the times of samurais and the ninju-tsu. At the beginning of the 20th century, in the Japan-Chinese and Russian wars, activity grow bigger. It had its peak in the 30s and 40s in China and Pacific region (known K.Doihara, J.Kavashima, Fukushima, T. Jokishava, Kühn). From the 30s Japan had its agents all over the world, mainly for industry espionage. After the war, the Americans canceled all services. This involved the feared Kempei Tai. In 1952 the Hoonacho agency was founded. Defense service Boeucho followed soon. After the war a close cooperation with the US was established, due to Japan close position to Russia. That has paid off in 1967, when a Russian pilot with a MiG-25 landed in Japan, which brought useful information.
For the minister, Naicho was founded to monitor the communication of China, Korea and Russia. Known is the recording of the shutdown of the KAL 007 flight in 1983. But, Japan 'trusts no one' and monitors his allies, like Australia, too. Niacho is sponsored by businessmen and journalists, who gain some information in return.
