A real functional service came to existence after the throw over and the creation of a republic in 1969. Muamar Kadafi became prime minister. His service Mukhabarat, is/was supposedly connected to IRA and Red Brigade. These actions ere refunded by
USSR,
Germany and other Eastern states. The Soviets often disliked Kadafi's methods, but used them all over the world. Libya later acknowledged, that they supported organizations like Al Fatah, ETA, and Moslem fundamentalists in the Philippines, terrorists in Venezuela and other Latin-American countries.
Later they managed to manipulate the attaché Billy Carter (brother of Jimmy Cater), who have done several exceptions for Libya. This became known as "Billygate" and visibly lowered Carter's election chances.
Their secret service is also known for their deliveries of stuff needed to complete biological and chemical weapons.
The PanAm flight explosion in Scotland in 1988, where two Libyans were officially accused, further seriously damaged the bad image of the state.
